Draw lines
Draw  new lines for the walls as illustrated...
Select balcony points
Select  the points  around the balconies as shown.
Copy the balcony points
Copy (hold SHIFT key) and move  the balcony points up to create the
top of the balcony as illustrated
Draw lines
Draw new lines for the balcony as illustrated...
Draw the floor
Draw triangles  for the floor as illustrated...
Draw the walls and windows
Draw triangles and lines
for the walls and windows as illustrated...
Mirror the floor
Press the mirror  button to automatically mirror the floor
Press Save to save the model
